The Local Government Code of 1991 has provided avenues for promoting the establishment and operation of POs and NGOs as active partners of the local government units (LGUs) in the pursuit of local autonomy. Specifically, it has provided opportunities for LGUs to enter into joint ventures and other cooperative undertakings with POs and NGOs in the delivery of basic services; capability building and livelihood projects; and in the development of local enterprises designed, among others, the promotion of ecological balance for the well-being of the community residents. It is in this context that the role of the LGUs in the maintenance and sustenance of activities for the promotion of ecological balance, particularly in the protection and management of the environment, is brought into sharp focus. Since the passage of the Code in 1991, a lot of questions has been raised regarding the role of the LGUs in environmental management and protection. Hence, the Local Government Center of the College of Public Administration, University of the Philippines conducted a study on the management of fisheries/aquatic resources. Generally, the study was aimed at documenting the existing fisheries management systems at the community level.
