WorldFish and the Government of Odisha, India took an important step towards improving livelihoods and the nutritional status of women and children by signing an MOU on 10th November 2020. Through this MOU, WorldFish will partner with the Government of Odisha to empower women through small-scale aquaculture activities. The MOU also paves the way for two fish-based products, fish powder and hygienically solar-dried small fish, to be included in the food rations for women and children in 50 sites within Mayurbhanj District. Fish powder will be included in the lunch-time curries and daals served to 3-6 year-old children who are attending Anganwadi (childcare) centers during the day. Solar-dried small fish will provide a nutritional boost for adolescent and pregnant and lactating women receiving take-home food rations as part of the GoI’s Supplementary Nutrition Program under the Integrated Child Development Services (ICDS) scheme. These fish-based products—each designed with their target population in mind—will add valuable micronutrients, such as iron, zinc, and calcium, to women and children’s diets, as well as essential fatty acids.
This initiative will demonstrate that fish can be used to boost both livelihoods and nutrition. Small-scale aquaculture can support women entrepreneurs looking for new income generating activities. Fish can also be a safe and healthy animal-source food when included in large-scale food aid programs.

WorldFish supported the Women and Child Development Department in producing a cartoon video promoting the nutritional benefits of small fish as a complementary food for children aged 6 months – 2 years. In the video, Tiki Mousi, a character representing an auntie who is widely trusted and respected throughout the village, counsels parents on how to safely feed their young child dried and powdered small fish and why fish is particularly beneficial to young children.

A MoU signing ceremony between Department of Women and Child Development & Mission Shakti, Government of Odisha (WCD&MS Dept.) and WorldFish was held on 10th November 2020 at 5:30 PM (Indian Standard Time) through virtual platform. The purpose of this 5-year (2020 to 2024) MoU is to pilot and scale the fish based nutrition under Supplementary Nutrition Programme (SNP) in Odisha in order to widely prevalent combat undernutrition menace in the state.

Mrs. Anu Garg, Principal Secretary, WCD&MS Department, welcomed all the participants. She recalled the high-level brainstorming session held between the Senior officials of Government of Odisha and Scientists of WorldFish in Penang, Malaysia and field study tour to community fish based nutrition program in Cambodia during November 2019. She told that since most of the people in Odisha consume fish and since Odisha is endowed with vast fisheries resources it is important to include fish in Government SNP for the benefit of children, adolescent girls, pregnant and nursing women of vulnerable communities to fight against undernutrition. She advised to properly document the activities, outcomes and benefits during the pilot program in 50 Anganwadi Centers of Mayurbhanj District, which is a tribal district and then to scale up and scale out the program across Odisha for larger benefit of the state. She thanked USAID and WorldFish for providing the support.
Mrs. Sujata Karthikeyan, IAS, Commissioner-cum-Director, Mission Shakti told that the inter-departmental convergence program involving Departments of WCD&MS, Panchayati Raj and Drinking Water and Fisheries & ARD in technical collaboration with WorldFish on Scientific fish farming in Gram Panchayat tanks by Women Self Help Groups is one of the top 3 government programs in terms of reach and impact in the state. Policy change was brought in to provide long-term lease of Gram Panchayat tanks to women SHGs with nominal lease amount. Nearly 6000 women SHGs involving about 60,000 women participated in this program over last 3 years. It is not only giving additional income generation opportunity to village women but also socially empowering them and providing food and nutritional security. She also told that women SHGs in the coastal fishing villages shall be trained and given business opportunity to produce safe solar dried fish and fish powder under strict food safety standards of Food Safety and Standards Authority of India (FSSAI) and under the technical supervision of WorldFish.

Chief Guest of the event, Mr. Suresh Chandra Mohapatra, IAS, Development Commissioner-cum-Additional Chief Secretary released the Standard Operating Procedure (SOP) for inclusion of dried small fish in supplementary nutrition program (SNP). Also, he released a cartoon film – “Tiki Mousi on benefits of fish based Nutrition” which was produced in collaboration with UNICEF and MAMTA NGO.

Mr. Suresh Chandra Mohapatra, IAS in his address, thanked USAID and WorldFish for extending support to the state government. He opined that Odisha being fish consumption state, it would be easier for scaling the program across the state. The vast availability of marine fish in the state and tapping of women SHGs in coastal villages would assure steady supply of safe fish products such as fish powder to the SNP. This would generate income opportunity for many Women SHGs and help the state to harness its fisheries potential for nutritional benefits.

I am so pleased to be attend this virtual signing ceremony of the MoU between the Government of the State of Odisha, the Department of Women and Child Development and Mission Shakti with WorldFish.
it was my great pleasure in June, last year to welcome the officials from the Government of the State of Odisha, led by Mr. Mohapatra to WorldFish in Penang, Malaysia – from where I am calling now. It was really fantastic to spend a day together, discussing research and policy with our scientists about how to maximize the nutritional outcomes from fisheries and aquaculture in Odisha. It was wonderful to spend some time together and I only wish I could be with you today in Odisha. I was also very pleased that the team travelled to Cambodia to visit the field activities on nutrition-sensitive approaches, being carried out with partners.
It is such an honor for WorldFish to be a partner with the Government of the State of Odisha in its fight against malnutrition, especially among women and young children – and to work together – to make optimal use of fish and fish-based products in this fight.
We are pleased that the Department of Women and Child Development and Mission Shakti has recognized the crucial role that fish can play in nourishing the State of Odisha,
especially as the natural resources of the state: marine waters, lakes, inland water bodies and wetlands can be put to good use to provide the State with an abundance of nutritious and safe fish. At the same time, we know that the people of Odisha love to eat fish and ensuring fish in the diet is highly acceptable among all.
I would also like to thank USAID, India through its support to the WorldFish-led project: 'Scaling innovative, nutrition-sensitive fisheries technologies through partnerships in Odisha, that can improve food and nutrition security. Many thanks for supporting this initiative and providing the funding to carry out this six months' pilot initiative of developing and providing fish-based products in the Supplementary Nutrition Program, in Mayurbhanj District.
One thousand pregnant and lactating women and adolescent girls will receive take home rations with fish powder and 2000 young children will receive cooked meals with fish powder, making their diets much more nutritious, and supplying multiple key nutrients to combat malnutrition. We look forward to the success of this pilot initiative and the scaling up throughout the State of Odisha to nourish all poor and vulnerable women and young children with fish and fish products.
Through our continued collaboration with the Fisheries Directorate, Government of Odisha, we will work together to ensure increasing and continued supply of fish to meet the needs of the people of Odisha.
I am also pleased that WorldFish is building a strong partnership with the Federal Government of India, the Ministry of Fisheries, Animal Husbandry and Dairying and also strengthening and expanding our long-term research partnership with Indian Council of Agricultural Research. What the State of Odisha is learning can be shared with other states so fish and aquatic foods can become part of a vibrant new fisheries and aquaculture sector across the country.
WorldFish has recently adopted a new 10 years' institutional strategy for research on aquatic food systems, with a new vision for an inclusive world of healthy, well-nourished people, and a sustainable blue planet, now and in the future. Going forward, our work will be guided by our new mission “to end hunger and advance sustainable development goals by 2030, through science and innovation to transform food systems with aquatic foods."
The State of Odisha is showing the world the importance of fish and other aquatic foods for nutrition and health and is a global leader in the steps it has taken to transform policy and investments to make fish and other aquatic foods vital for Healthy People and Planet.

- I would then like to thank Mr. R. Raghu Prasad, the Odisha Fisheries and Animal Resources Development Commissioner cum Secretary and Ms. Sujata R. Karthikeyan, the Mission Shakti Commissioner cum Director for their exceptional support and guidance to the project.
- I commend the WorldFish team for their sustained efforts to partner with various Odisha government departments on reducing malnutrition in hard-to-reach tribal communities. Their efforts contributed to the signing of the MOU today, which will formally introduce the indigenous fish products into the government-funded food systems.
- Their efforts also contributed to progress that are in line with other development initiatives of the Odisha Government. For example, the departments of fisheries, WCD, Mission Shakti and Panchayati Raj have joined hands with WorldFish to support 6,000 women Self-Help-Groups to raise fish in community ponds to support themselves and their families. Additionally, the Odisha Government’s Micro, Small, and Medium Enterprises Department has agreed to support 1,000 women Self-Help-Groups to use low-cost solar dryers to hygienically dry fish.
- S.-India development relationship spans over 70 years and has evolved over time to reflect India’s development progress and trajectory.

Today, we work closely with the government and private sector partners and non-governmental organizations to identify, pilot, and scale up innovative solutions and best practices to further boost India’s own inclusive development.
- We believe that public-private partnerships ensure long-term sustainability and scalability of our programs. In Odisha, we are engaged with a wide range of stakeholders in both the public and private sectors in addressing several critical development challenges. Apart from the WorldFish project, we have been supporting the Indian government’s initiatives in improving maternal and child health, sanitation and hygiene, water and other natural resources management, and women’s
- For example, USAID’s Moving India Towards Sanitation for All (MISAAL) project team regularly coordinates with both the local government and slum dwellers to increase the number of individual household toilets and refurbish sewer lines in urban slums. Recently, the Ministry of Housing and Urban Affairs announced that the “Sanitation Mapping Tool” developed by the project team will be expanded for application across India. This tool was originally piloted in four cities including Sambalpur, Odisha.
- USAID recognizes that the private sector is an important stakeholder in driving and sustaining countries beyond the need for assistance. The private sector brings expertise, investment opportunities, and the tools countries can use to finance their own development.
- For the last few years, USAID has focused on identifying, testing, and demonstrating innovative solutions and technologies from the American and Indian private sector. Then we support the government to scale up the successful approaches to maximize the development impact. Our partnership with WorldFish is one of the examples. I am pleased to hear that some aspects of the Worldfish project are already being scaled in other states such as Assam, Bihar and Jharkhand.
- We are also working with the private sector by mobilizing their resources through corporate social responsibility (CSR). As the world’s first country to make CSR mandatory, India has unlocked a tremendous amount of capital that can be used for social good. I am also pleased to learn from my staff that the Odisha Government is making efforts to leverage the private sector CSR resources to scale the WorldFish interventions to reach a greater number of beneficiaries.
- We, at USAID, have always been impressed by Odisha Government’s energetic and visionary leadership, and commitment to partnering with diverse stakeholders and scale successful models to improve its people’s welfare.

The Government of Odisha and WorldFish partner in piloting a fish-based nourishment program
10 November 2020 - The Government of Odisha recognises the potential of fish as a resource of vital micronutrients and vitamins in nourishing and sustaining its most vulnerable communities, women and children. Tapping into the vast fisheries resources of coastal Odisha and the scientific expertise of WorldFish, the state will be piloting the inclusion of fish and fish-based products in the Anganwadi Supplementary Nutrition Program (SNP) as part of the governments Integrated Child Development Services (ICDS) initiative.
As a result, the Department of Women and Child Development and Mission Shakti (WCD&MS) signed a Memorandum of Understanding with WorldFish, for a five-year technical collaboration to pilot and scale-up the inclusion of fish-based products as part of the SNP. The U.S. Agency for International Development (USAID) is supporting this pilot project through WorldFish.
Earlier this year, the WCD&MS unveiled the Strategy for Odisha's Pathway to Accelerated Nutrition (SOPAN) to address the challenges the state is facing with malnutrition. Including fish in women and children’s diet was part of the strategy and recommendations of the Technical Expert Advisory Group on Nutrition to overcome the challenge of malnutrition in safe and sustainable way.
Anu Garg, Principal Secretary, Department of WCD&MS said, “Most of the people of Odisha love to eat fish, and fish is culturally accepted as staple food of the local diet. Fish is highly nutritious, rich in bioavailable multiple nutrients, including micronutrients such as calcium, iron, zinc, vitamin A, B12, D and E as well as omega-3 fatty acids and animal protein. There is a lot of small fishes is available from marine fisheries at affordable prices, it will be extremely beneficial to use these small fishes and fish-based products for improving the diets of women and young children through the SNP. To make the implementation of this pilot a success we will put our effort in training ICDS staff in all 30 districts of Odisha on the benefits of fish-based nutrition.”
“WorldFish will provide the scientific evidence and technical support for implementing this pilot initiative under joint supervision of Mission Shakti and the Directorate of Fisheries and by working closely with the Central Institute of Fisheries Technology (CIFT) and India Council of Agricultural Research (ICAR).
We are looking forward to scaling-up this program and support the State of Odisha in fighting malnutrition and improving the livelihoods of women and local communities through fish and aquatic foods, in line with the SDG agenda for 2030 ” said WorldFish Director General, Gareth Johnstone.
“Women from Self Help Groups (SHGs) in the coastal fishing villages shall be trained and given a great business opportunity to produce safe solar-dried fish and fish powder that follow strict food safety standards”, explained Sujatha Kartikeyan, Commissioner-cum-Director, Mission Shakti.
During the ceremony, Suresh Chandra Mohapatra, the Development Commissioner-cum-ACS released the Standard Operating Procedure manual on the inclusion of dried small fish in the SNP.
“Dried fish products produced by the Women SHGs will be included in Anganwadi centers in Mayurbanj District over the next 6 months on a pilot basis. These products will be included in the Take Home Ration, targeting 1000 adolescent girls and pregnant and lactating women. We are particularly happy that fish powder will be included in the cooked meals for feeding 2000 children, from three to six years old ” – said Mohapatra.
This pilot project is supported by USAID India Partnership Program, based in New Delhi through WorldFish. Ramona El Hamzaoui, Acting Mission Director, USAID, New Delhi showed her appreciation for the Government of Odisha in adopting this innovative approach to tackle the undernutrition challenge in the state by utilizing locally available fisheries resources and empowering women in vulnerable communities.
The lessons learned from this pilot program will set the foundations for the development of a WorldFish-led feasibility study on the inclusion of fish in SNP across the state. The Government of Odisha will use this study to scale up this pilot by expanding the participation of women SHGs on coastal Odisha and linking the vast network of Anganwadi centers.

WorldFish supported the Women and Child Development Department in producing a cartoon video promoting the nutritional benefits of small fish as a complementary food for children aged 6 months – 2 years. In the video, Tiki Mousi, a character representing an auntie who is widely trusted and respected throughout the village, counsels parents on how to safely feed their young child dried and powdered small fish and why fish is particularly beneficial to young children.
