Request for Expressions of Interest - Proposal Design and Writing Consultants

The Business Development and Partnerships team at WorldFish is requesting applications from consultants with extensive experience designing and writing award-winning proposals. Qualified consulting firms and individuals are welcome to submit the expression of interest (EOI) for short or long term consultancy assignments with WorldFish. This call for EOI aims to pre-qualify consultants to facilitate easy procurement for future assignments. The selected consultants will have one or more of the following responsibilities:

  • Design and manage the process of developing proposals to be submitted to a range of donors and funders, and act as lead writer for the proposals. This includes developing theories of change / logical frameworks, work plans, and proposal narratives.
  • Comprehensively edit and provide feedback on early or advanced drafts of proposals, and work with various team members to incorporate the feedback provided.
  • Conduct proposal design workshops, with the participation of multiple internal and external stakeholders, and use the workshops as tools for designing strong and competitive proposals.
  • Review and recommend improvements to the proposal design process, including developing tools and templates that can improve proposal development across the institution.

    Requirements

    This opportunity might be suitable for you if you have the following skills and qualifications:

    • At least 5 years’ experience writing proposals, either to fund research or development, especially for international NGOs. Candidates with experience writing both types of proposals will be at an advantage, and candidates with more than 10 years of experience are welcome to apply.
    • Experience writing proposals to fund agricultural research or agricultural development, especially in developing countries, is strongly preferred. Candidates with experience developing proposals related to fisheries and/or aquaculture, as well as candidates with experience developing proposals that have strong private sector components, will be at an advantage.
    • Available on short notice to quickly design / write / edit proposals, with these tasks ranging in length from one to six weeks at a time. All tasks within this consultancy will be completed remotely, so no travel is required.

    How to Apply

    Interested applicant(s) are invited to provide specific information which demonstrates that they are qualified to provide the services listed above no later than 22 June 2021. The expression of interest (EOI) should include:

    • A cover letter (maximum 1 page), highlighting the relevant skills and experiences that make you well suited for this role. Please also include your daily rate (in US Dollars) and the minimum notice period you need in order to take up a proposal.
    • A Curriculum Vitae (maximum 3 pages).
    • A portfolio summary (maximum 1 page), highlighting the major proposals you have developed. Please include the name of the client for each proposal, the funders / donors to whom these proposals were submitted, the year of submission, total financial value of each proposal, and whether or not each proposal was awarded. Please do not list more than 10 proposals in this portfolio summary.
    • A writing sample (maximum 5 pages) from a proposal you developed / wrote in the past, preferably including a theory of change / logical framework / impact pathway section.

    Successful candidate will be added to the WorldFish Proposal Consultant roster, and will remain on the roster for at least one year, during which they may be called upon to work on available proposals. Only shortlisted candidates will be contacted.
