Olivier is an aquaculture and fisheries development expert with 18 years of experience and a background in farming systems and fisheries value chain research in South and Southeast Asia. Having been based in Cambodia for the last 10 years, he has held leadership roles in several international development projects in the region, supporting aquaculture technology transfer and fish value-chain development. 

In his current position, he initiated an innovation platform to facilitate public-private partnership in the design of new aquaculture feed technology in Vietnam, and supported the Cambodia Fisheries Administration in developing freshwater aquaculture development strategies. Prior to joining WorldFish as a full-time staff, he also worked on a number of mid to long-term assignments commissioned by USAID, FAO, GiZ, and WorldFish. Dr Joffre has a PhD in Aquaculture from Wageningen University.
